Cheat engine is more powerful though, but also a lot more difficult to use it isn't specific to FF7. It's very useful for making the game more challenging like freezing EXP in place so you don't over level areas and you can speed up summon animations for quicker battles, faster animations all around, eliminate random battles if you wish, etc.
It's very useful and saves a lot of time wasted in the slower old school gameplay. It can also help you pretty much max out your characters, chocbos, lock your inventory say if you have a power source and ONLY one left, you can lock it so you can use it inifinitely and a bunch of other cool features.
